 On the one hand, Russia is giving assurances to withdraw from the Western Bank in Kherson, Ukraine.  On the other hand, Russian President Vladimir Putin, in conversation with French President Emmanuel Macron, mentioned the nuclear attacks on Hiroshima and Nagasaki in Japan.  European leaders are frightened by Putin's mention of a nuclear attack.
 The Daily Mail reported that Putin said in a conversation with Macron that the nuclear attack on Japan that ended World War II demonstrated that you don't need to attack major cities to win.
 Western leaders are frightened by Putin's possible decision to use a strategic nuclear weapon to bring a decisive end to the ongoing war in Ukraine.  Since Russia's attack on Ukraine in February this year, fears of nuclear war are looming around the world.  It is going to be a long winter for residents of the war-torn nation as military attacks in Ukraine intensify and the current threat of nuclear war.
 Russia has accused Ukraine of plotting to use a bomb filled with radioactive material in the city of Kherson.  Ukraine's Foreign Minister Dmitro Kuleba has claimed that Kyiv rejected the claim.  "Russians often accuse others of what they themselves plan," he said.
