What is Article 370: The Supreme Court is continuously hearing the petitions filed against the repeal of Article 370 in Jammu and Kashmir.  On Tuesday, Chief Justice DY Chandrachud asked the Center when Jammu and Kashmir would get back its statehood and when would elections be held there?
 The Modi government said that Jammu and Kashmir's union territory status is not permanent and Ladakh's union territory status will remain intact for the time being.  The Center has asked the Supreme Court to make a statement on the future of union territory status for Jammu and Kashmir and Ladakh on August 31.
 The Supreme Court on Tuesday asked the Attorney General and Solicitor General to seek directions from the Union Government on the time frame for restoring state status to Jammu and Kashmir, which was converted into two union territories in2019.
 A Constitution Bench headed by Chief Justice DY Chandrachud said the former state could not become a permanent union territory.  "We understand that these are matters of national security and after all, the defense of the country is the biggest concern," Justice Chandrachud said.  But without putting you in any bind, you can seek instructions at both the (SG) and Attorney-General niche levels - is there a timeframe in mind?
 The Solicitor General informed the court that he had received instructions from the Union Government that Ladakh would remain a permanent Union Territory.  While Jammu and Kashmir's status as a Union Territory is not permanent.
 The Chief Justice also asked the Center when it is holding elections in the state.  The CJI also asked SG Tushar Mehta to show the law on the basis of which Jammu and Kashmir was converted into a Union Territory.
 Referring to Article III, Mehta said that Parliament has the power to make any state a union territory and to fix the boundaries.  To this, the CJI asked, “Then why was it not allowed to remain a single Union Territory?  Why were Ladakh and Jammu and Kashmir made two separate Union Territories?
 Justice Kishan Kaul, meanwhile, questioned what difference it would have made if Ladakh had been made a single union territory without being separated.  To this, Tushar Mehta said that first separation is inevitable and mandatory.  Citing the example of Tripura and Assam, he said these states were also made Union Territories before.
