International Desk:
Russian President Vladimir Putin signed a law on Wednesday.  Under this law, martial law will be implemented in the four areas of Ukraine which Russia had announced to separate.  This move of Russia is being considered a violation of international rules.  These four areas are Kherson, Zaporizhzhya, Donetsk and Luhansk.  However, Russia has not yet been able to completely take these four areas under its control.  It is facing a tough competition from the Ukrainian army.
However, Putin has said that martial law will be implemented in these four areas from Thursday.  This law will be discussed in the next meeting of the Security Council.
Putin said in a televised address, "Let me remind you that before the Donetsk People's Republic, Luhansk People's Republic, Kherson and Zepporizhia joined Russia, martial law was in force there."  Now we have to make a new system in these areas according to the laws of Russia.  That is why I have signed the decree regarding martial law.  It will soon be sent to the Russian Federation Council.
Formation of a special team to intensify the war, Russian President Vladimir Putin, in a televised address to the members of the Security Council, talked about giving more powers to the local administration.  According to the Reuters news agency, to intensify the ongoing war with Ukraine, Putin has also directed the establishment of a special coordinating council under the leadership of Prime Minister Mikhail Mishustin.
This step has been taken at a time when Russia had to face a major defeat at the hands of Ukrainian forces for the first time in early September in this eight-month-long war.
