Tu Lam, Vietnam's top security official, will be the country's new president.  His name for president was confirmed Wednesday.  Tu Lam has conducted numerous police and intelligence operations while serving as top security officer.  Human rights groups, meanwhile, say basic freedoms have been serially suppressed.  Vietnam's intelligence service has also been accused of violating international laws.  Lam, 66, has been a top security official and has taken a tough stance on human rights movements in the country.
