ED's second summon to Arvind Kejriwal, called for questioning in liquor scam case on December 21

The Enforcement Directorate (ED) has once again sent a notice to Chief Minister Arvind Kejriwal in the Delhi liquor scam case.  ED has sent him a notice asking him to appear on December 21.  This is the second summons of ED to Kejriwal in the liquor scam case.
 Earlier, ED had also sent a notice to Kejriwal on December 2 for questioning.  But Arvind Kejriwal had demanded withdrawal of the notice calling it illegal.  He did not appear before the ED.
 ED has sent this summons to Kejriwal at a time when he is going for Vipassana for 10 days.  He will leave for Vipassana on 19th December.  It is being said that Kejriwal goes every year to do a 10-day course of Vipassana.  This year also he will remain in Vipassana from 19th to 30th December.
On March 22, 2021, Manish Sisodia had announced the new liquor policy.  On 17 November 2021, the new liquor policy i.e. Excise Policy 2021-22 was implemented.  After the new liquor policy was introduced, the government came out of the liquor business.  And entire liquor shops went into private hands.  The government's reasoning behind bringing the new policy was that it would end the mafia rule and increase the government's revenue.
